Who is building Kings Barton?
The Kings Barton Estate is being developed by CALA who update Winchester City Council on progress with the Kings Barton Development at the Kings Barton Forum meetings recordings of which can be found on the WCC website: https://democracy.winchester.gov.uk
In addition we (KBRA) meet regularly with CALA to review progress on the development and raise issues and concerns. As a result we have the opportunity to let you know about the highlights in the coming weeks and months and would ask for your feedback and comments on key points such as the road conditions or planting and landscape maintenance around the development as well as longer term plans for the Neighbourhood centre or Multiple Use Games Area (MUGA).
Who is responsible for maintaining Kings Barton?
The open spaces in Kings Barton are managed by 3 distinct bodies – CALA homes, Headbourne Worthy Parish Council (the land will transfer to Kings Barton PC when it is legally formed) and Warwick Estates.
CALA Homes
CALA own and maintain a number of spaces which are open to the public but which have not yet been transferred to the Parish Council eg: the area called Stoney Meadows at the front of the development.
When CALA decides that they are ready to hand over land, it is inspected by WCC landscaping, CALA and the Parish Council and then is maintained by CALA for a year to the correct standard before it can be transferred the Parish Council. At present Winterbourne Meadows and the large SUD that borders the railway line are in this one years maintenance and will be transferred to the Parish Council in July 2027.
All the large pieces of open space will be transferred to the Parish Council by the time CALA completes the development.
Headbourne Worthy Parish Council
The Parish Council is the public body that owns and maintains the rest of the large open spaces in Kings Barton. At present HWPC owns and maintains the following:
Greenfields Park which is on the corner or Ranulph Way and Sundew Way Greenfields Park - Headbourne Worthy Parish Council - Headbourne Worthy Parish Council, Headbourne Worthy, Winchester
The Orchard which is on the corner of Manley Rd and Andover Rd Community Orchard - Headbourne Worthy Parish Council - Headbourne Worthy Parish Council, Headbourne Worthy, Winchester
Wellhouse Woods which is the land that borders Wellhouse Lane up to Roman Drive and along to the non-CALA Homes Wellhouse Mews micro development. This land includes the SUD in Cobbe Close and the large SUD next to Wellhouse Mews Welhouse Woods - Headbourne Worthy Parish Council - Headbourne Worthy Parish Council, Headbourne Worthy, Winchester

Headbourne Worthy Parish Council has been working with CALA Homes to reduce the amount of “small pieces of land” (eg: grass corners of land or grassed areas at the end of a street) that have gone to Warwick Estates. It is always advantageous for the open spaces of whatever size, to be managed by a public body because - VAT costs are not re-charged to residents; a public body has to be open and transparent about how contractors are appointed; a public body is elected and therefore residents can show their satisfaction (or not) with the management of the land through the ballot box. CALA Homes have been open to transferring this land to the Parish Council and they have significantly reduced the amount to be managed by Warwick Estates in the next stages of the development.
In addition, there is also the Kings Barton Management Company (KBMC) which is a not-for-profit company set up by CALA and which will eventually be run by us, the residents of Kings Barton once ALL development is finished and CALA have sold the last property and moved on. This company 'employs' Warwick Estates (previously known as Anthem ) to maintain many areas of the development and the charge for this is invoiced to all private home owners in Kings Barton as you'll already be aware!
So as you can see it's complicated!

Warwick Estates has acquired the management portfolio previously managed by Anthem Property Management.

What does this mean for residents?
For most residents, very little will change immediately.
Services will continue as normal whilst Warwick estates complete the handover process and work closely with the Anthem team to ensure a smooth transition.
Where possible, we will retain the knowledge, relationships and expertise of those who already understand your development. Our priority is to make the change as seamless as possible whilst ensuring you benefit from the wider support, systems and resources available through Warwick Estates.

If you have queries, issues or complaints about how Kings Barton is maintained then in the first place you should raised these with the organisation responsible for that area or item. Fairly obviously that isn't always very obvious so if you have any problems working out who you should talk to or don't get a response or aren't satisfied with a response you've received then please do get in touch with us by email.
To help work out who you should be talking to we've published various maps of the development below which show who is responsible for which areas. We also work directly with CALA, Warwick Estates and Headbourne Worthy Parish council to try to track key concerns and ensure that these are addressed as well as letting you know what is happening.
Meetings with CALA
KBRA meet regularly with the senior team at CALA responsible for the Kings Barton Development to discuss next steps in the build and delivery of amenities on the site such as Street furniture and play areas. You can read the minutes of these meeting by clicking on any of the entries in the table below.
As and when we know the dates for future stages and developments on the Kings Barton estate (for e.g. the recreation ground or the other amenities) we will publicise them in the "Community Topics" section on this site. There is often a chance for you to input your thoughts into the plans as they develop so please watch out for these notifications.
