Community Governance Review update

The final recommendations of the Stage 2 of the Community Governance Review (CGR) are now public. The recommendations set out the proposed future governance arrangements for Winchester Town and Kings Barton and, if approved, would come into effect from April 2027.

The key recommendations include the creation of a separate Kings Barton Parish Council, operating as an unwarded parish council for the Kings Barton area.

Importantly, they recognised that Barton Meadows is seen as integral to the Kings Barton area and that residents have always understood it to be part of the wider Kings Barton community. Therefore, it’ll now be included in the Kings Barton parish council are and they will increase the number of councillors from 11 to 12.

This report will first be discussed at the Council’s Licensing & Regulation Committee on the 12th August and then finally at a meeting of Full Council on the 20th August.
